Dear Mr. Keppler:

This letter is in reference to the Illinois Power Company response U-10021, dated January 17, 1983, to your Notice of Violation dated October 5, 1982, NRC IE Inspection Report Number 82-02.

Illinois Power Company is providing the following amended responses to the Interaction Analysis Program (Attachment A), and Assignment of Personnel in the QC Receiving Group (Attachment B).

Please see Attachments A and B for the details on each item.

Illinois Power Company believes that these changes do not affect the adequacy of the program at the Clinton Power Station.

I trust that our response is satisfactory to maintain compliance with regulatory requirements.

- Illinois Power Company's response to Noticelif Violation 50-461/83-23: Illinois Power Company letter U-10125, dated March 5, 1984

.The violation identified by the NRC' inspector was that

"..... the design interface and coordination between the architect engineer's piping and electrical design groups was not properly controlled... The response contained in Illinois Power Company letter U-1C021 stated in part:

It is Illinois Power's belief that the " Interaction Analysis Program" provides an adequate-level of confidence that potential interactions between installed components are suitably identified, analyzed, and-dispositioned by.the.

Architect / Engineer. and that ' adequate clearances are achieved.

Illinois Power Company provides the following revised response:

It is Illinois Power's belief that the "Interaption Analysis Program" provides an adequate level of confidence that potential interactions between installed components are suitably identified, analyzed and dispositioned and that adequate clearances are achieved.

Illinois Power Company has now contracted Burns & Roe, Inc.

to perform the field activities portion of the Interaction Analysis Program. These activities will include field walkdowns, writing Potential Interaction Reports, dispositioning Potential Interaction Reports as provided by project instructions, and forwarding the remaining Potential Interaction Reports to Sargent & Lundy's home' office.for design consideration. Burns & Roe, Inc. will use existing .

A reassignment of. Quality Control personnel was made in order to upgrade-the quality of personnel and provide-greater expertise to the QC Receiving Group...

Illinois Power Company is providing the following clarifica-tion:

A new Lead Quality Control Engineer has been assigned to the Storage and Maintenance Group. This reassignment along with revision of the JV-155 receipt inspection form, revision of Baldwin' Associates Procedure (BAP) 3.2, the physical reloca-tion of a Quality Assurance Vendor Surveillance Engineer to receiving and the com)letion of specific training have combined to make furt'aer assignment of personnel to the QC Receiving Group unnecessary.
