Inspection 50-289/85-28
During the period from November 27-December 13, 1985, members of the NRC TMI-1
Restart Staff conducted routine and special safety inspections of operational
activities at your facility. The results of these inspections are documented
in the enclosed inspection report. At the conclusion of the inspection
Mr. R. Conte, of my staf f, summarized the inspection findings for you and other
members of your staf f.
The findings were generally favorable and there were
no violations of regulatory requirements.
During this period, we completed our interviews of your licensed operators to
assess their overall knowledge of the facility and its operation.
That review
was complemented by our observations of licensed operator performance, since
initial reactor criticality. We concluded that the level of knowledge and
performance of your licensed operators' is commendable. Of particular note was
their good understanding of the relatively complex integrated control system.
It was obvious to us that you provided the operators with extensive basic
principles training and plant generic simulator training.
The performance of
your licensed operators during and af ter the reactor trip on December 1,1985,
substantiated these findings. We conclude that a strong training program was a
key factor in the overall positive results and that the performance-oriented
training of licensed operators is a strength in your organization.
This letter is also to acknowledge receipt of your response dated November 26,
1985, regarding your failure to adequately control scaffolding in safety-
related areas (Appendix A to NRC letter, dated October 30,1985). We note that
corrective actions were to be completed by January 1, 1986. Accordingly, we
will review your corrective actions in a future inspection.
