SUBsECT: NRC RESIDENT INSPECTION REPORT 50-010:237:249/960.1.6(DRP)

Dear Mr. Perry:

This refers to the inspection conducted on December 8,1996, through January 24,1997,

at the Dresden Nuclear facility. The purpose of the inspecy.gn was to determine whether

activities authorized by the license were conducted safelyi!!6d Rfngrdgc,e i with NRC

requirements. During this period, routine resident inspections were performe8. Based on

the inspectors' findings, overall performance at the DrS1ddocfgoiji}y was safe. At the

conclusion of the inspection, the findings were discussed with thos,ilEernbers of your

staff identified in the enclosed report.

The station completed significant repairs of the 3B recirculation pump motor and the

control room ventilation system. Both of these efforts were thoroughly planned and

performed well. Also, during this period, a careful approach was used to diagnose and

repair a failed turbine control valve. These activities were examples of a conservative

approach to maintenance activities. However, one self-identified problem occurred during

the report period regarding performance of a surveillance test on a reactor trip bypass

instrument. This issue is discussed in detailin the enclosed report and is considered an

Unresolved item that is still under review to determine the significance and assess your

long-term corrective actions.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR),
