SUBJECT:
NRC INTEGRATED INSPECTION REPORT 50-348/97-01 AND 50-364/97-01.
Dear Mr. Morey:
On February 15. 1997 the NRC completed an inspection at your Farley Nuclear
Plant (FNP) facility. The enclosed report presents the results of that
inspection.
During the six-week period. your conduct of activities at FNP was generally
characterized by safety-conscious operations, sound engineering and
maintenance practices, and careful radiological work controls.
However, a
violation of NRC requirements was identified involving surveillance testing of
the 1A Penetration Room Filtration system. We are concerned because multiple
steps of the test procedure were either omitted or not performed as written.
The violation is cited in the enclosed Notice of Violation (Notice) and the
specific circumstances surrounding it are described in detail in the enclosed
report.
Please note that you are required to respond to this letter and
should follow the instructions specified in the enclosed Notice when preparing
your response.
The NRC will use your response, in part. to determine whether
further enforcement action is necessary to ensure compliance with regulatory
requirements.
We also call your attention to the discussion contained in the enclosed report
regarding the Concerns Program at Farley.
Following the last Unit 2 refueling
outage, a number of contractors expressed certain concerns in writing that
were not processed according to your Concerns Program.
Since we are concerned
that all employee concerns are resolved promptly and effectively, please
provide us with a written response within 30 days of this letter explaining
why your program failed to process written employee concerns and what
corrective actions you plan to take.
