NRC INTEGRATED INSPECTION REPORT 50-413/97-03 AND

50-414/97-03 AND NOTICE OF VIOLATION

Dear Mr. McCollum:

!

On February 15, 1997, the NRC completed an inspection at your Catawba Nuclear

Station.

The enclosed report presents the results of that inspection.

-

During the period of this inspection, activities at the Catawba Nuclear

Station were generally conducted with an appropriate operational safety

aerspective.

However, two violations of NRC requirements were identified,

)oth of which were assessed as having more than minor safety or regulatory

significance.

These violations are cited in the enclosed Notice of Violation

,

(Notice), and the circumstances surrounding the violations are described in

i

detail in the enclosed report.

In the first instance, an NRC ins)ector

i

identified that procedures were not complied with for verifying t1e quality of

parts utilized from a spare parts diesel generator.

In the second instance,

licensee personnel identified that emergency procedures and drills for

response to potential criticality monitor alarms had not been established or

performed in accordance with 10 CFR 70.24.

In addition, this ins)ection determined that you had met the intent of Generic Letter 89-10, Safety-Related Motor-0perated Valve (MOV) Testing and

Surveillance.

However, the NRC noted several weaknesses in data that you used

in verifying the design basis capabilities of several groups of MOVs and the

capabilities of several MOV groups.

You have initiated actions to resolve the

more significant weaknesses and these actions are tracked in your Problem

Investigation Process.

Based on the NRC review of the Catawba Generic Letter 89-10 program and its im)lementation, and the actions which you initiated to

address weaknesses, the 9RC staff is closing its review of the Generic Letter 89-10 program at Catawba.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response.

The NRC will

use your response, in part, to determine whether further enforcement action is

necessary to ensure compliance with regulatory requirements.
