Gentlemen:

Subject: Inspection No. 50-29/86-03

This transmits the inspection findings by Mr. N. Dudley of this office at the-

Yankee Nuclear Power Station, Rowe, Massachusetts the week of January 13,'

1986. These findings were based on review of the licensed operator training

. program, and interviews with facility staff, and have been discussed with

Mr. N. St. Laurent of your . staff.

This inspection found that deficiencies exist in your training program which

may have contributed to the recent failure of Yankee operator licensing candi-

dates. Inspection results indicate that there are weaknesses in two general

areas which are discussed in detail in the. attached report. First, the body

of-knowledge for which licensing candidates are responsible is not well

defined. Secondly, there appears to have been a lack of adequate feedback

during-various phases of candidate preparation to correct. individual

weaknesses. Although these findings do not constitute violations, they are

indicative of-training program weaknesses which warrant your' prompt attention.

As. agreed during our telephone conversation of February 25, 1986 you and the

Yankee staff will meet with us in Region I at 9:30 am on March 7, 1986. Both

the enclosed report and the results of the recent operator licensing examina-

tions are agenda topics. Please be. prepared to discuss our perceived program

' weaknesses particularly as they relate to the recent performance of your

licensing candidates.
