Gentlemen:

This refers to the special safety inspection conducted by Mr. R. N. Sutphin of

this office on January 27-30, February 3-7, 10-13, 24-27, 1986, of activities

at Clinton Nuclear Power Station, Unit 1, authorized by NRC License No. CPPR-137

and to the discussion of our findings with Mr. D. P. Hall and others of your

staff at the conclusion of the inspection.

This was a special in-depth inspection of the Construction Records Verification

Program (RVP)atClinton.

It was prompted by your decision on November 15,

1985, to terminate the RVP before its completion.

Your November letter stated

that the RVP resulted in no significant adverse findings and expressed your

confidence in the construction records' acceptability. As a result of this

inspection, we concur with your termination of the RVP.

No violations of NRC requirements were identified during this inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
