Gentlemen:
This refers to the inspection conducted by Mr. M. E. Skow of this office during
the period December 9-13, 1985, of activities authorized by NRC Operating
License DPR-34 for Fort St. Vrain Nuclear Generating Station, and to the
discussion of our findings with Mr. J. W. Gahm and other members of your staff
at the conclusion of the inspection.
Areas examined during the inspection included nonlicensed operator training
and follow-up to NRC Inspection Report 50-267/85-26. Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the inspector. These
findings are documented in the enclosed inspection report.
During this inspection certain of your activities were found not to be
conducted in full compliance with NRC requirements.
Consequently, you are
required to respond to this matter in writing in accordance with provisions of
Section 2.201 of the NRC " Rules of Practice," Part 2, Title 10, Code of Federal
Regulations.
Your response should be based on the specifics contained in the
Notice of Violation enclosed with this letter.

We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in

paragraph two of the enclosed report.
