Dear Senator Moynihan:

Your letter of October 2, 1985 requested the Commission's comments on the Institute for Nuclear Power Operations' (INP0) proposal for an industry run "!yational Academy for Nuclear Training."

The Commission is of the view that the INP0 proposal for a National Academy for Nuclear Training which incorporates the existing INP0 accreditation process is a natural extension of the industry initiatives in the training area.

If the academy is able to carry out its stated objectives of focusing and unifying the industry's training efforts, it should have a beneficial effect on overall reactor plant safety.

As noted in the Commission's Policy Statement on this subject, we are involved in a 2-year program of monitoring the industry's efforts in the training area.

Consequently, although we are of the view that substantial progress is being made through the INP0 managed efforts, the Commission is not yet in a position to attest to the long-range viability of the INP0 proposal for an industry run " National Academy for Nuclear Training."

The Commission looks forward to our continued cooperation with you on this important matter.

Commissioner Asselstine does not believe that the INP0 proposal for an industry run " National Academy for Nuclear Training" contains any significant new features beyond those of the existing INP0 training accreditation program.

While he supports the INP0 accreditation program as a useful first step in assuring effective individual utility training programs for nuclear powerplant personnel, Commissioner Asselstine continues to believe that there is great value in other initiatives to improve training.

One such initiative is the concept of a national training academy which you have proposed.
