Dear Mr. Pate:

I was pleased to receive your letter of September 24, 1985 describing the Institute of Nuclear Power Operations' (INP0's) proposal to expand its training initiatives by establishing an industry run " National Academy for Nuclear Training." I also received a letter from Senator Moynihan asking for the Commission's comments on the INP0 proposal. As stated in my reply to Senator Moynihan, a copy of which is enclosed for your information, if the academy is able to carry out its stated objectives of focusing and unifying the industry's training efforts, it should have a beneficial effect on overall reactor plant safety.

I look forward to the continued Commission interface with you in this area.

Commissioner Asselstine does not believe that the INP0 proposal for an industry run " National Academy for Nuclear Train'ing" contains any significant new features beyond those of the existing INP0 training accreditation program. While he supports the INP0 accreditation program as a useful first step in assuring effective individual utility training programs for nuclear powerplant personnel, Commissioner Asselstine continues to believe that there is great value in other initiatives to improve training.
