Exercise Report for the April 24-25, 1985, Exercise of the Offsite Radiological Emergency Preparedness (REP)

Plans for the V. C. Summer Nuclear Station (VCSNS)

Attached is one copy of the Exercise Report for the April 24-25, 1985, full participation joint exercise of the offsite REP plans for the VCSNS. The VCSNS is located in Fairfield County approximately 30 miles north of Columbia, South Carolina, at the southern end of the Monticello Reservoi r. Fairfield, Lexington, Newberry, and Richland Counties, all located in the 10-mile plume emergency planning zone, fully participated in the exercise.

The exercise report was prepared by Region IV of the Federal Emergency Management Agency (FEMA). There were two NUREG-0654/ FEMA-REP-1, Rev. I deficiencies observed during the exercise that require a schedule of corrective actions. These deficiencies, which are typically classified as Category B deficiencies, can be corrected through training and additional resources. These deficiencies did not detract from the overall capability demonstrated by the State of South Carolina and Fairfield, Lexington, Newberry, and Richland Counties to protect the health and safety of the public in the event of a radiological emergency. Therefore, the 44-CFR-350 approval granted on November 13, 1981, will remain in effect.

FEMA Region IV staff will furnish a copy of this exercise report to the State of South Carolina and will obtain a schedule of corrective actions. The Region will assure completion by the State of the necessary corrective actions.
