Gentlemen:
This refers to the special safety inspection conducted by Messrs. W. L. Forney
and P. G. Brochman of this office on August 12 - October 18, 1985, of activities
m
at Byron Station Unit 1, authorized by NRC Operating License NPF-37. The
inspection findings will be discussed during an enforcement conference scheduled
for November 22, 1985.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in apparent
violation of NRC requirements.
We are releasing this report at this time for your information. Following the
Enforcement Conference scheduled for November 22, 1985, you will be notified
by separate correspondence of our decision regarding enforcement action based
on the findings of this inspection. No written response is required until you
are notified of the proposed enforcement action.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
enclosures will be placed in the NRC's Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
