We have completed our review of Revision 4 of the Donald C. Cook Nuclear Plant Emergency Plan dated September 30, 1985. Our review indicated that your plan changes do not downgrade the effectiveness of your emergency plan. However, several clerical errors and omissions were noted from previous revisions that need to be addressed. These. items are listed below and were discussed with Mr. Dennis Loope of your staff on October 31, 1985.

1. Revision 0 of the plan contained two Alert criteria for ECC-8: Tornado or Severe Winds. The second criteria, " sustained winds in excess of 85 mph" has been omitted in subsequent revisions. This has been verbally brought to the attention of your staff in the past, but we have never received a response as to the basis for the omission.
2. A number of greater than (>) and less that (<) symbols were inadvertently nmitted from the two examples given under the Unusual Event category for ECC-13: Other Conditions or Systems Required by Technical Specifications.
3. Item 2 under the Alert category for ECC-21: Other Hazards, reads, " Turbine failure causing damage as judged by the SS penetration outside turbine housing." It appears that part of the sentence between the words "SS" and

" penetration" have been omitted.

4. Section 12.3.9.6, Offsite Laboratory Facilities, refers the reader to Appendix I for information on Radiation Management Corporation (RMC).

However, Appendix I states that it has been cancelled and refers the reader to Appendix C and Appendix F, and neither of these appendices contains information on RMC.

American Electric Power Service 2 NOV 1 2 1986 Corporation Please be reminded that 10 CFR Part 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease in emergency preparedness, then changes can be made without NRC approval. In all cases, you should furnish copies of each proposed changed to the NRC in accordance with 10 CFR Part 50.54(a). Also, any changes to the Emergency Plan Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V (Implemanting Procedures).
