SUBJECT:

MASONRY WALL DESIGN, IE BULLETIN 80-11 We forwarded our Safety Evaluation (SE) for the subject issue. on f

October 22, 1984.

In this SE, we concluded that the use of the arching action theory to qualify some of the unreinforced masonry walls was not acceptable and the implementation of the staff position on this methodology was required to render these walls acceptable to the staff.

In addition, the SE also stated that the block wall on the south side of the fuel pool should be upgraded such that it can withstand the postulated loading, i

including tornado effects.

l You have now provided your response to both of the above staff positions and 1

also some additional information. The enclosed SE is based on that additional information.

~ You have relied upon results of a consequence analysis of the failure of the masonry wall on the south side of the fuel pool to conclude that no upgrading of this wall is required. The consequence analysis review will have to be conducted by appropriate NRR staff and will be addressed in a subsequent evaluation. The remaining issues are considered resolved.
