Final Draft Technical Specifications for Millstone Nuclear Power Station, Unit 3 In your application for an operating license, you included Technical Specifications. During the course of its review of your application, the staff has worked with representatives from Northeast Nuclear Energy Company on these technical specifications to reach mutual agreement on j

the proposed wording and substance. The enclosed Final Draft Technical Specifications for Millstone 3 were developed using the Final Safety Analysis Report (FSAR), the staff's Safety Evaluation Report (SER),

i Revision 5 to the Westinghouse Standard Technical Specifications, and operating experience from other recently licensed Westinghouse plants.

The Technical Specifications to be issued as Appendix A to the Millstone j

Unit 3 operating license are expected to be essentially identical to the enclosed final draft.

Review the enclosed draft and submit under oath or affirmation and as an amendment to your application confirmation that the enclosed draft, or a revised draft incorporating any further changes you believe are necessary are consistent with the FSAR, the SER, and the as-built facility.

In addition, we request that you describe in your response, in some detail, the process and resources used to accomplish this review.
