Inspection 50-320/85-21
Between October 7,1985 and November 8,1985, !!r. R. Cook and other NRC
representatives conducted a routine safety inspection of activities authorized
by NRC License No. DPR-73 at your facility. The attached NRC Region I
Inspection Report describes the areas examined. The inspection consisted of
selective examinations of procedures and representative records, interviews
with personnel, and observations by the inspector. At the conclusion of the
inspection, Mr. Cook suaurized the inspection findings with you and other
members of your staff.
Based on the results of the inspection, it appears that two of your activities
were not conducted in full compliance with NRC requirements, as set forth in
the Notice of Violation, enclosed herewith as Appendix A.
These violations
have been categorized by Severity Level in accordance with the NRC Enforcement
Policy (10 CFR 2. Appendix C) published in the Federal Register (49 FR 8583),
dated March 8, 1984.
You are required to respond to this letter and in
preparing your response, you should follow the instructions in Appendix A.
The response directed by this letter and the accompanying Notice is not
subject to the clearance procedures of the Office of 11anagement and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.

We have received your letters dated October 10, 1985; October 25, 1985; and
October 31, 1985 concerning Inspection Reports 50-320/85-15,50-320/85-16,an(-
50-320/84-21, respectively. The actions described in your letters will be
reviewed in future NRC inspections.
