Gentlemen:
This refers to the special physical security inspection conducted by Messrs.
J. R. Creed and J. L. Belanger of this office on October 25, 28-30, 1985, of
activities at Byron Nuclear Power Station, Unit 1, authorized by NRC Operating
License No. NPF-37 and to the discussion of our findings with Mr. R. Pleniewicz
and other members of your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection.
Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in
noncompliance with NRC requirements, as specified in the enclosed Appendix.
A written response is required.
The item of noncompliance described in the Appendix to this letter represents
a significant matter when viewed collectively with previously identified
violations involving inadequate vital area access control. We also consider
this violation to require your attention because it appears to represent
careless compliance with security procedures by both station and contractor
employees.
As discussed at the exit meeting, we plan to work with you in the
development of a Performance Improvement Program to preclude recurrence.
This
program was discussed by Mr. J. Brennan of your staff and Mr. J. Creed of
Region III. We agreed that you would provide a written description of your
program and that the program would be further discussed during a scheduled
meeting on November 26, 1985.
Should your understanding of that meeting
or program be different, please advise us.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Section 73.21(c)(2) of the NRC's " Rules of Practice,"
Part 73, Title 10, Code of Federal Regulations.
This information must be handled
and protected in accordance with the provisions of 10 CFR 73.21.
Consequently,
our report of this inspection will not be placed in the Public Document Room.
The responses directed by this letter (and the accompanying Notice) are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
