This refers to the special safety inspection conducted by Mr. T. Ploski and
others of this office on December 2-6, 1985, and to the meeting attended by

Mr. M. Phillips of this office on December 10, 1985, regarding activities at

Edison Plaza and the Davis-Besse Nuclear Power Station, authorized by NRC
Operating License No. NPF-3, and to the discussion of our findings with you
and members of your staff at the conclusion of the inspection and meeting.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with persor.nel.
No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
