Dear Mr. Rodriguez:

SUBJECT:

RANCHO SECO NUCLEAR GENERATING STATION - REACTOR TRIP SYSTEM RELIABILITY, ITEMS 4.2.1 AND 4.2.2 ON GENERIC LETTER 83-28 We have completed our review of the information you provided on the Preventative Maintenance Program for Reactor Trip Breakers - Maintenance and Trending, Items 4.2.1 and 4.2.2 of Generic Letter 83-28.

Based on our review, as described in the enclosed Safety Evaluation, we find that your positions on Items 4.2.1 and 4.2.2 are acceptable provided that you confirm that when you measure the roller rivet-armature clearance in the Under Voltage Trip (UVT) device the UVT armature is down in the energized position, as recommended by IE Notice No. 85-58. Within 30 days of receipt of this letter please confirm in writing that this procedure is followed at Rancho Seco.

The reporting and/or recording keeping requirements contained in this letter affect fewer than ten respondents, therefore OMB clearance is not required l

under P.L.96-511.
