RADIOLOGICAL EFFLUENT TECHNICAL SPECIFICATIONS Re:

Millstone Nuclear Power Station, Unit No. 1 The Commission has issued the enclosed Amendment No.106 to Provisional Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit No. 1.

This amendment is in response to your application dated May 29, 1985.

This amendment deletes Appendix B in its entirety and provides new Appendix A Technical Specification sections defining limiting conditions for operation and surveillance requirements for radioactive liquid and neseous effluent monitoring; concentration, dose and treatment of licuit, and caseous wastes; and total dose.

It revises the Radiological Effluent Technical Specifications (RETS) to assure continuing compliance with Appendix I of 10 CFR Part 50. The procedures to be followed and the bases.

supporting the operation and surveillance requirements are identified in the licensee's Radiological Effluent Monitoring and Offsite Dose Calculation Manual (REMODCM) frevised by NNEC0 letters dated June 19 and August 13, 1985) accompanying the RETS. Also acceptable on an interim basis (until a staff position is established on 10 CFR Part 61) for use with the Millstone-1 Technical Specifications-is the reference document " Process Control Program" delineating the waste solidification process provided with the May 29, 1985 licensee submittal.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Heering related to the requested action was published in the Federal Register on August 14, 1985 (50 FR 32798). No coments or requests for hearing were received.

For administrative convenience we are enclosing a revised page 4 of DPR-21 showing the change made by the amendment.

October 1,1985 A copy of our related Safety Evaluation along with the Technical Evaluation Report prepared in Franklin Research Center is enclosed. This action will appear in the Commission's hiweekly notice publication in the Federal Register. The license amendnert is effective on January 1, 1986.
