SUMMARY

OF MEETING HELD DECEMBER 11, 1985 ON V0GTLE EMERGENCY ACTION LEVELS The staff met with the applicant and its representatives in Bethesda on December 11, 1985, to discuss the emergency action level scheme at Vogtle, Units 1 and 2.

Participants are listed in the enclosure.

The applicant presented a brief presentation on its overall emergency ac-tion level (EAL) philosophy. The applicant indicated that its EAL scheme contains four ways to declare that a barrier is lost. These include: (1) breach or challenge to a critical safety function status tree, (2) loss of ability to monitor a barrier, (3) high readings from process radiation, area, or effluent monitors, and (4) the list of EALs in Table 0-2.

In the appli-cant's classification scheme, the reason that one of the above occurs is irrelevant.

If for any reason, one of the above takes place, the appropri-ate actions will be initiated in line with the emergency classification.

The GPC classification scheme includes an unusual event which indicates a potential degradation in the level of safety of the plant, an alert which involves an actual or substantial potential degradation of the level of safety of the plant (e.g., loss of AC power), a site area emergency which indicates actual or likely major failures of plant functions needed for protection of the public (e.g., 50 mrem /hr thyroid dose at the site bound-ary), and a general emergency which involves actual or inninent substantial core degradation or melting with potential for loss of containment integrity.

Following the applicant's presentation, the staff and applicant discussed the proposed resolution to staff questions on the EALs which were trans-mitted to the applicant by letter dated October 22, 1985.

The applicant indicated that it plans to revise the classification scheme in Revision 3 to the Emergency Plan to address the staff questions. The staff provided feedback but emphasized that a detailed review of the overall scheme would be necessary before definitive decisions could be provided.

Item 14 of Enclosure 4 of the October 22 letter questions the classification of control room evacuation as an unusual event. The applicant stated that it wanted to maintain this as an unusual event rather than changing it to an alert as suggested by the staff because of the 2 local shutdown panels. The staff stated that the applicant needs to indicate that enough personnel would be available to handle control room evacuation as an unusual event.

DEC 171985 Item 27 of Eoclosure 4 of the October 22 letter concerns whether other Vogtle procedures contain references leading to the EAL classification scheme. The applicant proposed to add a sentence to the Emergency Plan indicating that annunciator response procedures and chemistry / health physics procedures will refer to emergency preparedness implementation procedures for offnormal conditions.

The staff also requested that the applicant reword the last sentence of the first full paragraph on p. D-6 of the Emergency Plan to read more clearly.

The applicant indicated that Revision 3 to the Emergency Plan would cover the EAL responses and would be submitted to the staff by early January 1986. The applicant also stated that 3 counties in South Carolina are now part of the Vogtle emergency planning zone and that a Revision 4 to the Emergency Plan in late January will address modifications as a result of this addition of South Carolina. The staff and applicant also scheduled a telecon for January 6, 1986 at 10:00 a.m. to discuss any staff coments on Revision 2 to the Emergency Plan. The applicant intends to incorporate staff coments on Revision 2 into the Revision 4 submittal.
