On December 20, 1985 the Staff filed its Proposed Findings of Fact and Conclusions of Law on Conservation Council of North Carolina's Contention WB-3 (Drug Abuse During Construction). The original of the Staff's Findings was signed on Page 57 thereof by Chcries A. Barth, as Counsel for the Staff. Unfortunately the copies that were served did not contain Mr. Barth's signature.

I am enclosing herewith a signed copy of Page 57 and apologize for the omission.
