Dear Mr. Thadani:
Milestones for Implementation of Inadequate Core Cooling Instrumentation In Attachment (2) of Reference (2), the Omaha Public Power District provided " Milestones" for the Implementation of Inadequate Core Cooling Instrumentation (ICCI).
The
" Milestone" dates provided were in relation to the 1985 refueling outage (e.g.,
30 days after the end of the 1985 refueling outage, 6 months after the end of the 1985 refueling outage, etc.).
OPPD is presently in the midst of the 1985 refueling outage.
A' major portion of the installation of the ICCI system was completed during the 1984 outage.
Pursuant to our milestone schedule, the ICCI system has been turned on for testing and operator familiarization since the 1984 refueling outage.
Several failures occurred in the ICCI system such as open t
circuits in heaters, and cable shorting during this testing.
The majority of these failed components have been repaired or replaced.
However, it cannot be determined if the problems have been corrected until we have returned to power operation.
We will continue to run the ICCI system during the next operating cycle, and have referenced this system in our EOP's.
However, we do not believe it is appropriate to declare final implementation (i.e., testing is successfully completed) until the system successfully operates during another fuel cycle.
Therefore, final implementation of the ICCI system and dates dependent upon this implementation will be delayed one fuel cycle.
