REPORT NO. 50-160/85-04

On October 28 - November 1,

1985, NRC inspected activities authorized by NRC

Operating License No. R-97 for your Georgia Tech Research Reactor (GTRR) facility.

At the conclusion of the inspection, the findings wev discussed with those

members of your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective < xaminations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

Within the scope of the inspection, no violations or deviations were identified.

The findings of this appraisal indicate that deficiencies exist in your Emergency

Program. This is discussed in Appendix A, " Emergency Preparedness Deficiencies."

You are requested to submit to this office within 30 days of the date of this

letter, a written statement stating your proposed actions to correct these

deficiencies and the date when compliance will be complete.

This appraisal also indicated that there are areas that should be evaluated and

considered for improvement in your Emerg'ency Preparedness Program. These areas

are discussed in Appendix B, " Emergency Preparedness Improvement Items." We

recognize that an explicit regulatory requirement pertaining to each item in

Appendix B may not currently exist.

Notwithstanding this, you are requested to

submit a written statement addressing the results of your consideration of each

of the items in Appendix B.

This statement should be submitted in conjunction

with your notification of corrective actions for the deficiencies identified

in Appendix A.

In accordance with 10 CFR 2.790(a), a copy of this letter, its enclosures, and

your. reply will be placed in NRC's Public Document Room upon completion of our

evaluation of the reply.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of _ the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980,-PL 96-511.
