Inspection No. 50-354/85-40
An Emergency Preparedness Implementation Appraisal was conducted by Mr. D. Vito
and other members of an NRC inspection team on August 12-16, 1985, at the Hope
Creek Generating Station, of activities authorized by NRC License No. CPPR-120.
Discussions of our findings were held by Mr. Vito with Mr. R. Salveson and
other members of your staff at the conclusion of the appraisal.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
appraisal team reviewed selected procedures and representative records,
inspected emergency facilities and equipment, observed work practices, and
interviewed personnel.
Within the scope of this inspection, no violations were observed.
However, a
number of critical areas of the Emergency Preparedness program were found to be
incomplete.
These items are discussed in the enclosed inspection report.
Consequently, we are unable to make a determination regarding the adequacy of
the program to protect public health and safety until corrective action is
taken to resolve the deficient areas.
