- King of. Prussia, PA 19406 In accordance with paragraph 10CFR50.54(p) the Penn State UniversP.y makes the
' following change to the Physical Security Plan for The Pennsylvania State University, Breazeale Reactor.
The last paragraph on page 23 of the plan has been eliminated. That paragraph
- icads-as'follows:
The PSBR staff does not expect to arrange for the in-transit physical protection of the special nuclear material. However,
'f tre staff does arrance for the in-transit physical protection of tqe special nuclear material, the staff shall submit a change to this plan at least 120 days prior to the shipment date describing the physical protection system that will meet the applicable regulations'.
The paragraph being eliminated was an obvious over-commitment on the part of the University and should not have been a part of the original plan.
Elimination of this paragraph does not decrease the safeguards effectiveness of the plan. -This change can therefore be instituted under paragraph 50.54(p)
