Clinton Power Station Offsite Dose Calculation Manual

Dear Mr. Butler:

Section 6.14 of the Clinton Power Station (CPS) Technical Specifications (" Proof and Review Copy") requires the Offsite Dose Calculation Manual (ODCM) be approved by the NRC prior to implementation. The CPS ODCM was submitted to the Staff for review via Illinois Power (IP) letter U-600024, dated June 12, 1985. By letter, dated August 28, 1985, from W. R. Butler to F. A. Spangenberg, the Staff provided comments on the ODCM submitted by IP.

In particular, the NRC comments noted that the ODCM did not discuss the meteorological model to be used at CPS. As a result of this and other NRC comments, the ODCM has been revised.

Attached herein is Revision 1 to the CPS ODCM, dated November 1985.

This revision includes recent meteorological data supplied through Sargent & Lundy, the CPS architect engineer, and accurately describes the methods used by the Nuclear Data System to estimate offsite doses to the public. All NRC comments from the original submittal have been addressed in this revision. As this is a major revision, change bars are not used. However, the details of these changes in relation to each of the Staff's commments were discussed via telecon with Mr. B. L.

Siegel and Mr. M. Wangler of your staff on September 12, 1985. As a result of this telecon, general agreement was reached on how to incorporate the Staff's comments.

The CPS ODCM provides the methodologies and parameters to be used by IP to assure compliance with the dose limitations stated in the CPS Radiological Effluent Technical Specifications (CPS RETS). The RETS show compliance with 10CFR20, 10CFR50 Appendix A (General Design Criteria 60 and 64), 10CFR50 Appendix I, and 40CFR190. The CPS ODCM was prepared based on guidance provided in NUREG-0133, " Preparation of Oq Radiological Effluent Technical Specifications for Boiling Water O
