Gentlemen:

This refers to the routine safety inspection conducted by Messrs. Stephen Guthrie

and Robert DeFayette of this office on July 30, 1985 - October 31, 1985, of

activities at Big Rock Point Nuclear Plant authorized by NRC Operating License

No. DPR-6 and to the discussion of our findings with Mr. David Hoffman at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements. At the close of the inspection period the issues were

under review to determine enforcement actions. Our concerns regarding these

issues warranted an Enforcement Conference with you and your staff which was

held in the Region III offices on December 5, 1985. We are releasing this

report at this time for your information. You will be notified by separate

correspondence of our decision regarding enforcement action based on the

findings of this inspection and the Enforcement Conference. No written

response is required until you are notified of the proposed enforcement

action.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosures will be placed in the NRC's Public Document Room.
