RANCHO SECO NUCLEAR GENERATING STATION RESPONSE TO GENERIC LETTER 83-28, ITEMS 3.1.3 AND 3.2.3 We have completed our review of the information you provided in respense to Generic Letter 83-28, Items 3.1.3 and 3.2.3.

Generic Letter 83-28 addressed safety issues which were raised following two ATWS events at the Salem Nuclear Power Plant. Licensees were requested to review and identify post-maintenance test requirements included in Technical Specifications which could be demonstrated to degrade rather than enhance safety. The Rancho Seco response, dated May 23, 1985, concluded that there were no post-maintenance testing requirements which degraded safety.

We contracted EG&G Idaho, Inc. to review the responses to Generic Letter 83-28, Items 3.1.3 and 3.2.3.

Based on this review, we have concluded that the licensee's response is acceptable and that there are no post-maintenance testing requirements at Rancho Seco which degrade safety. The contractor's Technical Evaluation Report (TER) and our Safety Evaluation Report (SER) are enclosed for your information.
