Dear Mr. Keppler:

Our letter of August 19, 1985, detailed corrective action for Borg Warner gate valves determined subject to failure in various orientations (ref: PY-CEI/OIE 0054 L); this report indicated that both guides would be replaced in the RON-218 valves found subject to failure in vertical piping through exercising of a RON-207 valve in a similar orientation.

Contributing factors to the failure of the RON-207 valve during inspection / cycling were determined to be welded-in carbon steel guides and excessive gate / guide operating clearance which allowed the gate seizure phenomenon described in our previous letter.

Upon disassembly of the RON-218 valves for repair, it was dis-covered that these valves had guides casted as an integral body part, and that gate / guide operating clearance were significantly closer than in the RON-207 valve.

As this reduced clearance will serve to limit the gate inclination required to precipitate gate seizure, The Cleveland Electric Illuminating Company has decided not to replace the guides in these valves.

Gate sliding surface corners will be contoured instead as an added measure to preclude gate seizure.
