Final 10CFR50.55(e) Report: Gould Molded Case Circuit Breakers (CDR 85-00-01)

Dear Sir:

In Reference (b), we filed an interim 10CFR50.55(e) Report regarding a deficiency with Gould molded case circuit breakers (Model HE3M040). This deficiency involved the failure of ten circuit breakers to pass the instantaneous overcurrent trip test performed at Seabrook Station by the Start-Up and Test Department. The acceptance criteria of this test were based on the manufacturer's time-current curve. It has since been determined that the manufacturer's information on the time-current curve regarding the instantaneous tripping range was incorrect. IE Information Notice 85-16, which addresses this topic, was subsequently issued by the NRC.

The corrective actions as stated in Reference (b) have been verified complete. The circuit breaker manufacturer has issued a revised time-current curve with the correct instantaneous tripping range. Based on this information, the subject breakers were tested successfully. In addition, test documentation data for previously accepted circuit breakers (HE3M040) has been reviewed and determined to be acceptable per the manufacturer's revised time-current trip curve. We have been informed by Gould that they will review purchase orders to assure that Class 1E requirements are clearly specified and that all Class lE circuit breakers will be tested prior to shipment to the 22??oanBia%3 S
