Interim 10CFR50.55(e) Report; Containment Isolation Valves Do Not Seal (CDR 85-00-14)
Dear Sir:
On September 11, 1985, we reported a 10CFR50.55(e) item to Region I
[ Reference (b)]. The following information is provided under the reporting requirements of 10CFR50.55(e).
Description of Deficiency During valve leak rate testing, it was discovered that Containment Isolation Valves NG-FV-4609 and 4610 unseated and leaked. The valves are ASME III, Class 2, solenoid-actuated, globe valves manufactured by Valcor, Inc., of Springfield, New Jersey.
Analysis of Safety Implication These valves provide containment isolation for a non-ASME piping system.
During accident conditions, leaking valves could create a path for fission products from the containment to a non-ASME piping system outside the containment.

Mr. Richard W. Starostecki Page 2 Status of Investigation We have reviewed the specifications for these valves. The valves were specified to isolate the differential pressure associated with normal flew into the containment. They were not specified for isolation of high reverse differential pressure resulting from an accident.
Valcor informed us that the valve internals will have to be replaced with balanced internals for this application. The balanced internals have been ordered. After the balanced internals are installed, the leak rate test will be repeated.
In addition, we are reviewing all containment isolation valves to ensure they have been properly specified for their safety function.
At the conclusion of the modified valve tests and specification reviews, we will file an additional report.
