Proposed Changes to Damping Values for Seismic Analysis of Piping - North Anna Power Station, Units No. I and No. 2 (NA-1&2)

We have completed our review of the Virginia Electric and Power Company (VEPC0) request for authorization to use ASME Code Case N-411 for applica-tion in the response spectrum seismic analysis of piping systems at NA-1&2, as discussed in the VEPC0 letter (Secial No.85-706) dated October 21, 1985.

1 Code Case N-411, " Alternative Damping Values for Seismic Analysis of Piping,Section III, Division I, Class 1, 2 and 3 Construction" is a conditionally acceptable Code Case and is approved by the staff for specific plant applications pending revision of Regulatory Guide 1.61.

Licensees wishing to use this Code Case were encouraged to submit in their request the following information or comitments:

(a) Commit to use the case for piping systems analyzed by response spectrum methods and not those using time-history analysis methods.

(b) Indicate if the case is to be used for new analyses or for recon-ciliation work and for support optimization.

(c) Due to increased flexibility of the system, commit tr, check all I system predicted maximum displacements for adequate clearance with I

adjacent structures, components and equipment, and that the mounted equipment can withstand the increased motion.

(d) When the alternate damping criteria of this Code Case are used, they will be used in their entirety in a given analysis and shall not be a mixture of Regulatory Guide 1.61 criteria and the alternate criteria of this Code Case.

. VEPC0 has complied with these comitments in the letter of October 21, 1985.

W Mr. W. L. Stewart use at NA-182. The use of Code Case N-411 should be documented in a future amendment to the NA-1&2 Updated Final Safety Analysis Report.
