Gentlemen:

SUBJECT: REPORT NOS. 50-327/85.-38 AND 50-328/85-38

On . November 18-21, 1985, NRC . inspected activities authorized by NRC Operating

License Nos. DPR-77 and DPR-79 for yo'.r Sequoyah Nuclear Plant facility. At the

conclusion of the inspection, the findings were discussed with those members of-

your staff identified in the enclosed inspection report.

Areas- examined during the inspection are identified in the report. Within these

areas, the inspection ' consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

'The .i n spect i on - findings indicate that certain activities violated NRC

requirements. This violation is an additional example of a violation identified

during a previous inspection conducted July 6 - August 5, 1985. (Inspection

Report Numbers 50-327/85-26, 50-328/85-26.) This example of a previous

noncompliance indicates that the corrective actions as detailed in your response,

dated October 7, 1985, to the original NOV may not be adequate to achieve

compliance by January 3, 1986.. Thus, a supplemental response, detailing how full

compliance will be achieved by January 3,1986, is requested. This additional

- example of the previously issued NOV dated September 6,1985, is described in G

Paragraph 6.c of the accompanying inspection report details.

-In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title

10, Code of-Federal Regulations, a copy of this letter and its enclosures will be

placed in the NRC's Public Document Room.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, P'L 96-511.
