This refers to the inspection conducted by Messrs. R. Cilimberg, J. Craig, R. 'Pettis, J.~ Thomas, B. Brown .and Ms. C. : Abbate of this office on 1 . September 23-27,--1985, of your, facility at Camden, New Jersey, and to the discussions of our findings with~you and members of your staff at.the conclusion of the inspection. The purpose of this. inspection'was to determine the adequacy and verify the

                    . implementation of the. Joseph Oat Quality Assurance _ program relative to the
                   - fabrication of canisters which will be us2d during the defueling and subsequent        ,
                   -storage of TMI-2 core debris. . Areas examined during the inspection and our-findings are-discussed in the enclosed report. Within these areas, the inspection consjsted of an examination of procedures and representative records, interviews with personnel, and observations by the inspectors.
                   ' Activities observed during this inspection were limited to Oat's initial
     ,t            . fabrication of two canisters as opposed to the activities to be performed
                   .when full fabrication of canisters is in progress. LDuring the inspection ~it
was found that the; implementation of your QA program failed to neet ceitain 4-'
                    -NRC requirements. Weaknesses in the implementation of your QA program were identified in the area of procedural controls for. operations performed on the s canisters during, fabrication. The specific findings and references to the-7 pertinent requirements;are identified.in the enclosures to this letter.

Additionally, questions concerning the sui _tability of the concrete resin for use in.the fuel canisters and the quality of resin catalyst in the recombirers . in the lower canister heads'were identified during this inspection. The NRC recognizo that resolution of_ these questions is not within Oat's area of-responsibility. These items are in the enclosed report not as a reflect 4on upon Oat's-activities, but rather, are included for completeness with respect

                                  -steps that have.been or will be taken to correct these items; (2) a
                                 ; description'of steps that have been.or will-be taken to prevent recurrence;-                    ,

and (3) the dates your corrective actions and preventive measures were or will be completed.- Consideration may be given to extending your response-time for good cause shown.
