Dear Mr. Martin:

The Washington State Energy Facility Site Evaluation Council (Council) is pleased to see that your office is proceeding with its participation in the Readiness Review Program at the Washington Public Power Supply System's Nuclear Project No. 3.

The Council remains supportive of NRC's efforts to work with the Supply System during this period of suspended construction to see that maintenance and protection activities for plant structures, systems and components are adequate and to assess the acceptability of safety-related design and construction activities already completed. The objective of the program should provide a measure of confidence in work already accomplished for future licensing considerations if and when construction is restarted. While the Readiness Review Program should provide a desirable level of " certainty" on issues and construction activities, at the same time, all parties must remain cognizant of this region's concern that the costs of l

preserving these plants be kept to the minimum amount necessary.

We note with interest that a recent NRC review and inspection of the preservation of assets ~

and preventative maintenance activities found the program description and commitments acceptable in terms of meeting NRC requirements. We understand that similar NRC inspection activities are planned to continue on implementation of the preservation program and the other two elements of the Readiness Review Program - engineering and construction.

The Council appreciates being advised of the status of this effort through your offices and those of the Supply System. The Council will be represented at the public meeting scheduled for October 29 in Elma to examine the Construction Appraisal Program.
