NUREG-0737, Containment Hydrogen Monitor Technical Specification Changes

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Yankee Atomic Electric Company (YAEC) hereby proposes the following amendment to Appendix A of the facility license.

PROPOSED CHANGE Reference is made to the Yankee plant Operating License No. DPR-3. This proposed change is in response to Reference (d) and provides proposed Technical Specification changes as required for NUREG-0731 Item II.F.1.6, Containment Hydrogen Monitor. Revised Technical Specification page are attached.

REASON AND BASIS FOR CHANGE '

Containment Hydrogen Monitor (II.F.1.6)

The proposed Technical Specification is attached. We believe this change conforms to the staff guidance in Enclosure 1 of Reference (d). The changes presented in the attachment are being made to conform to NRC regulations. The f

! requirements of NUREG-0737 Item II.F.1.6. They are covered in current Technical Specifications. This change will. modify current Technical Specifications to be in conformance with staff guidance with retards to operability and surveillance requirements.

SAFETY CONSIDERATION This change has been evaluated and determined to involve no significant l hazards consideration. The proposed amendment does not (1) involve a significant increase in the probability or consequences of an accident previously evaluated, (2) create the possibility of a new or different kind of l accident from an/ accident previously evaluated, or (3) involve a significant reduction in a margin of safety.

The determination that this change does not involve a significant hazards consideration is based on the following:

1. The two containment hydrogen monitors are installed and operable with containment isolation provisions previously reviewed and

. approved by the staff.

2. As both monitors are installed equipment, this Technical Specification change does not involve the addition of new penetrations into the containment boundary.
3. NUREG-0737, Item II.F.1.6 requires that both monitors be capable of providing continuous indication within thirty minutes of the initiation of safety injection. Of the two analyzers, one returns the sample stream to containment, and the other vents it to atmosphere. Yankee has evaluated the operation of the analyzer that vents to atmosphere assuming continuous operation from thirty minutes. It has been determined that this operation does not exceed either the GDC 19 Control Room dose or 10CFR100 limits for off-site dose. It can therefore be operated as required by NUREG-0737 within NRC criteria.
4. Yankee has evaluated the operation of both monitors and verified their capability to operate continuously from 30 minutes after the initiation of safety injection,~as required by NUREG-0737, Item II.F.1.6.
5. The analyzer configuration at Yankee has been previously reviewed and approved by the staff [see Reference (c)].
6. The change being proposed here only modifies current Technical Specifications to be in'conformance with staff guidance on operability and survelliance requirements.

Based on the considerations contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant consistent with the proposed Technical Specifications will not endanger the health and safety of

-the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
