THREE HUNDRED THIRD MEETING 0F THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, JULY 11-13, 1985 The Committee met with representatives of the NRC Staff to discuss the NRC draft Safety Goal Evaluation Report dated April 1985.
The Committee discussed present requirements for provisions in nuclear power plants for protection against sabotage.
The Committee met with representatises of the NRC Staff and the Pacific Gas and Electric Company (PG&E) to review the Long Term Seismic Program (LTSP) submitted by PG&E for the Diablo Canyon Power Plant.
-The Committee met with representatives of the NRC Staff to discuss the proposed
" Environmental Radiation Protection Standards for the Management and Disposal of Spent Nuclear
- Fuel, High-Level and Transuranic Radicactive Wastes" (10 CFR 191), being developed by the U.S. Environmental Protection Agency.
The Committee discussed the proposed rule on " Emergency Pre)aredness for Fuel Cycle and Other Radioactive Material Licensees" (10 CF130, 40, and 70).
Reports on the subjects noted above have been sent to you.
The Committee met with representatives of the NRC Staff to discuss the
- report,
" Survey of Licensee Control Room Habitability Practices" (NUREG/CR-4191).
The Committee discussed the progress made on two RES projects at PNL, SAFT-UT and acoustic emission (AEJ, on primary coolant system defect evaluation, and commented on their continued funding.
The Comittee's comments on the subjects noted above have been provided to the Executive Director for Operations.
Copies have been sent to you.
The Committee took note of a new format being used by the NRC Staff in the investigation of a recent loss of feedwater incident at the Davis-Besse Nuclear Power Station.
The Committee has provided comments to you regarding this matter.

Palladino i The Committee was briefed by representatives of the Office of Inspection and Enforcement and the Office of Nuclear Reactor Regulation regarding recent operating occurrences at nuclear power plants, including a loss of all main feedwater and auxiliary feedwater at the Davis-Besse Nuclear Power Station, a stuck open safety relief valve at Edwin I.
Hatch Nuclear Plant, Unit 1, uncontrolled leakage of reactor coolant outside containment due to scram discharge volume isolation valves failure at the Oyster Creek Nuclear Plant, a reactor coolant system high point vent leak at the Rancho Seco Nuclear Plant, and improper use of a test instrument and resultant reactor trip at the Sequoyah Nuclear Plant, Unit 2.
The Committee met with representatives of the NRC Staff, the Brookhaven National Laboratory, and the General Electric Company (GE) to continue review of the application of GE for a forward-looking Final Design Approval for the GESSAR II design.
The Coranittee was briefed by representatives of the NRC Staff and its consultant, Brookhaven National Laboratory, regarding a steam line rupture at the nonnuclear Mohave Generating Station in Laughlin, Nevada.
The Committee met with representatives of the NRC Staff and TVA to follow up the ACRS operating license report on the Watts Bar Nuclear Plant, Unit 1, issued August 16, 1982, regarding the quality assurance efforts at Watts Bar including the independent review conducted by Black
& Veatch Engineers.
The Cenmittee met with the Commissioners to discuss consideration of seismic events in emergency planning and evaluation of proposed quantitatTve safety goals for nuclear power plants.
