EXECUTIVE SUMMARY

Point Beach Nuclear Power Plant, Units 1 and 2

NRC Inspection Reports 50-266/97007; 50-301/97007

This inspection included review of plant support activities related to the physical protection

of your facility. The report covered routine review of management support activities,

review of alarm station activities and communications, verification of the reliability of

security equipment and employed compensatory measures, follow-up on previous

inspection findings, and review of a Licensee Security Event Report regarding a failure to

implement a compensatory measure in a timely manner.

Overall, security performance was determined to be adequate and provided the

required level of protection to the facility.

The licensee identified that a security supervisor used poor judgment in spraying

three security officers with an inert chemical agent canister. The licensee also

identified that the four officers and four security supervisors that were aware of the  ;

incident did not report the incident in a timely manner. (Section S1.1)

The inspector identified that security personnel failed to recognize a degradation of

two vehicle security barriers. (Section S2.1)

The licensee identified a violation regarding a failure to implement a compensatory

measure in a timely manner. The event was caused by poor work practices and by

not implementing a procedural requirement. The significance of this violation was

that previous corrective action did not prevent recurrence because of weak root

cause analysis. (Section S4.1)

The inspector identified a violation when a vehicle was inadequately searched. This

violation was caused by an officer's failure to follow procedural guidance and by

poor attention to detail. Previous corrective action to a similar event did not

prevent recurrence. The licensee's root cause analysis from the previous violation

was not effective. (Section S4.2)
