NRC POINT BEACH SECURITY INSPECTION REPORTS 50-266/97007(DRS);
50-301/97007(DRS)
Dear Mr. Patuiski:
On April 10,1997, the NRC completed an inspection at your Point Beach Nuclear Plant.
The enclosed report presents the results of that inspection.
During this inspection, security activities observed at Point Beach were adequately
conducted and generally met regulatory requirements. However, two violations were
identified. These violations are similar to previously identified problems. Two additional
findings were identified, not involving noncompliance, which related to weak performance
by your staff. Collectively, these four issues have raised a concern that transcends the
individual findings.

Each of these findings involved performance that demonstrates an apparent lack of
appreciation for basic security practices that has the potential to cause additional problems
l
or violations. We acknowledge corrective action was taken in each case. However, we
'
are concerned that the assessment of causal factors for these problems may not have
been thorough and there is lingering doubt that the underlying management oversight, and
evaluation, will prevent recurrence. Your response to the violations should address your
plans for dealing with these fundamental issues.

These violations are cited in the enclosed Notice of Violation (Notice), and the
circumstances surrounding the violations are described in detail in the enclosed report.
Please note that you are required to respond to this letter and should follow the
instructions specified in the enclosed Notice when preparing your response. The NRC will

use your response, in part, to determine whether further enforcement action is necessary
,

to ensure compliance with regulatory requirements. In addition to the response required

by this letter, please discuss the reasons for the ineffectiveness of your previous corrective
k
actions and how your planned corrective actions will be effective in preventing recurrence.
