NRC INTEGRATED INSPECTION REPORT 50-348/97-03 AND 50-364/97-03.

Dear Mr. Morey:
j
On March 29, 1997 the NRC completed an inspection at your Farley Nuclear Plant
(FNP) facility.
The enclosed report presents the results of that inspection.
During the six-week period, your conduct of activities at FNP was generally
i
characterized by safety-conscious operations, sound engineering and
l
maintenance practices and careful radiological work controls.
However, a
'
violation of NRC requirements was identified involving multiple examples of
plant personnel failing to follow procedures.
We are concerned that this is a
.'
repeat violation and that previous corrective actions taken to-address
procedural compliance violations have not been completely effective.
Although
the individual- examples have not recurred, certain of the procedural
performance weaknesses identified in your letter of December 19. 1995 continue
to remain.
The violation is cited in the enclosed Notice of Violation (Notice), and the
specific. circumstances surrounding it are described in detail in the enclosed
report.
Please note that you are required to respond to this letter and
.
should follow the instructions specified in the enclosed Notice when preparing
j
your response.
The NRC will use your response, in part, to determine.whether
i
further enforcement action is necessary to ensure compliance with regulatory
)
j
requirements.
