OBJECTIVE P
The purpose of this operating procedure is to provide operating l
guidelines should an abnormal voltage condition (<426 VAC or >494 i
VAC) exist on bus 12E or 12F.
2.-
LICENSE REQUIREMENTS 2.1 Millstone Nuclear Power Station Unit 1 Technicial Specifications, Section 3.9 " Auxiliary Electrical System",
i paragraph A.4.a.
l l
3.
FSAR REFERENCES 3.1' Volume 2,Section VIII, " Electrical 5.ystem".
4.
PLANT OPERATING REQUIREMENTS l
4.1 This procedure applies during periods when station service is being supplied by either the Normal or Reserve Station Service Transformer.
b 5.
PREREQUISITES l-L (N/A, All applicable prerequisites are covered by 0.P. 342).
6.
PRECAUTIONS 6.1 When station service is being supplied by the NSST or RSST, t
check that the voltage on bus 12E and 12F is >426 VAC when any of.the following occur:
l 6.1.1 345 KV line voltage at or below 345 KV.
l 6.1.2 Heavy loading on load center transformer 12E or 12F.
6.1.3 A 4160 VAC motor is started..
6.1. 4 A large 480 VAC motor supplied by 12E or 12F is started.
j l
6.2 When station service is being supplied by the RSST, check that the voltage on busses 12E and 12F is <494VAC when any of the following occur:
6.2.1 345KV line voltage at 362 KV.
1 l-
OP 342A Page 3 Rev. 4 g
6.2.2 A 4160 VAC motor is shutdown.
6.2.3 A large 480 VAC notor supplied by 12E or 12F is shutdown.
6.-3 Do not rack in 12E/12F tie breaker unless plant is in a cold shutdown condition or refuel.
6.4 When performing local switching at a 480 volt load center or at a 4160 volt breaker, the operator should stand to the side of the unit, extending only his arm across the front of the compartment or circuit breaker.
Safety glasses should be worn while performing this switching.
This practice will prevent serious injury if the circuit breaker fails when operated.
7.
PROCEDURE 7.1 Increasing 12E or 12F bus voltage >426 VAC 7.1.1 Increase of 345 KV line voltage 7.1.1.1 Request an increase in line voltage from CONVEX in accordance with established
[
guidelines for 345 KV line.
7.1.2 Reducing load to affected bus (12E or 12F) 7.1.2.1 If a degraded voltage exists on bus 12E, assess securing the following loads considering availability and plant needs:
a.
Shutdown Cooling Pump "A" b.
CU Auxiliary Pump c.
HVE-1A d.
SCCW Pump "A" e.
HVS Fans supplied by MCC E-6 7.1.2.2 If a degraded voltage exists on bus 12F, assess securing the following loads l
considering availability and plant needs:
j a.
Shutdown Cooling Pump "B" b.
Instrument Air Compressor-c.
HVE-1C d.
SCCW Pump "B" e.
HVS Fans supplied by MCC F-6.

7.1.3 Reducing Load to 4160 VAC buses 14C and 14D NOTE:
Reducing loads on either 14C or 14D will act to increase voltage on 12E or 12F by increasing low side voltage of Y winding on the NSST or RSST. This option should be used only if unable to increase voltage by securing 480 VAC loads.
7.1.3.1 Secure any of the loads on buses 14C or 14D, if plant conditions permit, and check voltage on 12E and 12F after load is secured.
7.2 Reducing 12E or 12F bus voltage <494 VAC 7.2.1.
Reduction of 345KV line voltage 7.2.1.1 Request a reduction in line voltage from
" Convex loader" in accordance with
- )
established guidelines for 345KV line.
7.2.2 Adding load to affected bus (12E or 12F) 7.2.2.1 If high voltage exists on bus 12E, consider starting the following loads considering availability and plant needs.
a.
Shut-down Cooling Pump "A" b.
CU Aux. Pump c.
HVE-1A d.
SCCW Pump "A" e.
HVS Fans supplied by MCC E-6 7.2.2.2 If high voltage exists on bus 12F, consider starting the following loads considering availability and plant needs.
a.
Shut-down Cooling Pump "B" b.
Instrument air Compressor c.
HVE-1C d.
SCCW pump "B" e.
HVS Fans supplied by MCC F-6 j

7.2.3 Adding Load to 4160 VAC busses 14C and 14D NOTE:
Adding loads to either 14C or 14D will act to reduce voltage on 12E or 12F by reducing low side voltage of Y winding on R.S.S.T.
This option should be used only if unable to reduce voltage with available 480 VAC loads.
7.2.3.1 Start any of the following loads, if available, and check voltage of 12E and 12F after start.
a.
Circulating Pumps b.
Service Water Pumps c.
Emerg. Service Water Pumps 7.2.4-Placing All Loads on 12E and 12F on One Transformer NOTE:
This i:; the least desirable method of j
reducing voltage on busses 12E or 12F and can be done only with reactor in a cold shutdown or refuel condition.
7.2.4.1 Transfer loads from busses 12E or 12F according to 0.P. 342, procedure steps 7.8.3 or 7.8.4.
