NRC INSPECTION REPORT 50-413/97-04 AND 50-414/97-04

Dear Mr. McCollum:
On January 23. 1997, the NRC completed a special inspection at your Catawba
!
Nuclear Station. The enclosed report presents the results of that inspection.
l
l
Based on the results of this inspection, a'n apparent violation was identified
'
and is being considered for escalated enforcement action in accordance with
the " General Statement of Policy and Procedure for NRC Enforcement Actions"
(Enforcement Policy). NUREG-1600. The apparent violation is of concern
because the Unit 1 and 2 Auxiliary Feedwater Systems (required to mitigate a
design basis event) would have been unable to perform their intended safety
'
function under certain conditions since original construction. The design
t
deficiency involved a-single failure vulnerability resulting from the absence
of auxiliary feedwater assured suction source train se)aration.
The problem
'
had apparently resulted from an initial design oversigit. although a root
cause investigation was still in progress at the end of this special
inspection.
No Notice of Violation is presently being issued for this
finding.
In addition, please be advised that the number and characterization
of the apparent violation described in the enclosed inspection report may
change as a result of further NRC review.

You will be advised by separate correspondence of the results of our
deliberations on this matter.
No response regarding the apparent violation is

required at this time.
