SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
(NRC INSPECTION REPORT N0. 50 369/97-99 AND 50-370/97 99)
Dear Mr. Barron:
The U.S. Nuclear Regulatory Commission (NRC) has completed the Systematic
Assessment of Licensee Performance (SALP) for the McGuire Nuclear Station.
The facility was assessed for the period of August 13, 1995, through
March 8, 1997. The results of the assessment are documented in the enclosed
SALP report, which will be discussed with you at a public meeting at the
McGuire site on May 7, 1997, at 10:00 a.m.

Plant performance was assessed in four functional areas:
Plant Operations.
Maintenance, Engineering, and Plant Support.
Performance in the area of Plant
Operations improved to a superior level.
Plant Support performance remained
at a superior level. McGuire sustained a good performance rating in the
functional area of Maintenance with a continued improvement noted.
Performance in the arca of Engineering was observed to be good.
Plant O wrations superior performance was characterized by good management
oversig1t and continued emphasis on operations ownership. Plant Support
performance exhibited a superior level of safety performance in radiological
controls and emergency planning.
Physical security performance was also
observed with superior standards for performance and timeliness in correcting
negative trends.
Maintenance performance was good with strong management support and
'
involvement. A strong improving trend was observed during the latter part of
the assessment period.
Engineering performance was also good. Equipment
reliability issues resultir.g in plant challenges required your attention and
detracted from obtaining a higher category rating.
Site wide safety assessments and quality verification were strong.
Effective
self assessments were noted in all functional areas.
Management operating
decisions remained conservative.
