j BROWNS FERRY NUCLEAR PLANT (BFN) - UNITS 1, 2, AND 3 TECHNICAL SPECIFICATION (TS) - 362 IMPROVED TECHNICAL SPECIFICATIONS (ITS) SUPPLEMENT 1, SECTION 3.8 j
The enclosure to this letter provides BFN's revised TS-362 amendment for section 3.8, Electrical Power Systems.
The revision to TS-362 section 3.8 addresses NRC review comments, which were documented in NRC letters to TVA dated, February 20 and' March 4, 1997.
The revised section 3.8 was disc: ; sed in a meeting with NRC on March 20, 1997, with the conclus;ons documented in a letter from NRC to TVA dated April 7, 1997.
The following enhancements were included in section 3.8:
Added a note to SR 3.8.4.2 allowing performance of SR 3.8.4.5 to satisfy this surveillance requirement.
This change was made in order to provide a method for maintaining ilternate battery chargers operable.
Added LCO 3.8.7.c, 480V RMOV boards D and E, and associated Action C.
This was necessary to stipulate boards required to support operability of low pressure coolant injection systems.

U.S. Nuclear Regulatory Commission Page 2 May 1, 1997 TVA has reviewed NRC approved generic changes technical specification task force (TSTF) items approved as of April 1, 1997, to determine those applicable to section 3.8.
Item TSTF-8 was determined to be applicable and has been incorporated into TS-362 section 3.8.
In response to a verbal request from the NRC's Project Manager, TVA provides reasons why the proposed change to~TS-362 section 3.5.1 is not a generic change.
Proposed section 3.5.1 allows two Residual Heat Removal Low Pressure Coolant Injection pumps (two in one loop or one in both loops) to be inoperable for seven days provided other emergency core cooling system pumps are operable.
The following provides reasons why TVA does not believe this is a generic change:
Calculations required to support-margin for flow l
requirements in SAFER /GESTR are plant component design dependent.
Not all BWR/4 plants have identical pumps and pump configurations.
In BFN's case, the SAFER /GESTR analysis concludes that minimum flow requirements may be met by either two LPCI pumps in one loop or one LPCI pump in L
each of two loops.
For plants which have smaller LPCI pumps, or different pump configurations, this may not be the case.

U.S. Nuclear Regulatory Commission Page 3 May 1, 1997 TVA's proposed revisions have not altered the determination that there are no significant hazards considerations tassociated with the proposed change and that the change qualifies for a categorical exclusion from environmental review pursuant to the provisions of 10 CFR 51.22 (c) (9).
The BFN Plant Operations Review Committee and the Nuclear Safety Review Board have reviewed this proposed change and determined that operation of BFN Units 1, 2, and 3 in accordance with the proposed change will not endanger the health and safety of the public.
Additionally, in accordance with 10 CFR 50.91(b) (1),
TVA is sending a copy of this letter and enclosures to the Alabama State Department and of Public Health.
There are no commitments contained in this letter.
