Conference Summary

Conference Held:

September 25, 1985 (Report 40-6659/85-004)

An Enforcement Conference was held to discuss the findings of the NRC-

inspection conducted on July 30-August 1, 1985.

The five violations

found during the inspection were detailed by the Acting Director of the

Uranium Recovery Field Office, and the licensee responded to each item.

The meeting involved two staff hours by two NRC personnel.

Results:

The NRC staff stated that our conclusion of the findings of the

July 30-August 1, 1985, inspection resulted in a finding of five

violations of NRC requirements.

The staff expressed concern about the

significance of the total number of violations that have been identified

and indicated that.in NRC's opinion it demonstrated a. lack of management

control and strict adherence to the requirements of the license and the

regulations.

understanding of the five violations and commented that the lack of

l

adequate radiation safety resources assigned to cover the decommissioning

activity resulted in their not being able to monitor all areas as

diligently as would normally occur.

The licensee felt the urgency of

carrfing out decommissioning actions utilizing contractor perscnnel

during favorable weather canditions was the primary reason for the large

,

number of minor safety violations. The licensee indicated that it felt

all these problems have been solved.

Potential for future problems of

this nature is minimal since the major portions of the decommissioning

have been completed and only a small workforce remains on site. The

staff indicated to Petrotomics it is prudent to seek NRC staff opinion on

issues of license authorities and in this case Petrotomics management did

not always exercise the best judgment.

The staff indicated to

Petrotomics that.it was noted that Petrotomics always acted quickly to

correct any concerns identified during the inspection of the facility.

The NRC staff emphasized the seriousness of the violations and summarized

the enforcement options available to the NRC.

The NRC staff stated that

repeat violations of a similar nature could lead to further escalated

enforcement.
