Subject: Inspection Report No. 50-354/85-52
A routine preoperational' safety -inspection of your radiation protection and
radioactive waste programs was conducted by Mr. H. Bicehouse of this office on
October 28 - November 15, 1985. Our findings were discussed with Mr. Blenx
and others of your staff at the conclusion of the inspection on November 15,
1985.
-Areas examined during this inspection are described in the NRC Region-I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examination of procedures and representative
~ records, interviews ~with personnel and observations by the inspector.
Within the scope of this inspection, no violations or deviations were noted.
However, an unresolved item related to your preoperational test of the
Filtration, Recirculation and Ventilation System and additional apparent
weaknesses in the programs reviewed were noted and are in the enclosed report.
The unresolved item and many of the apparent weaknesses should be addressed
prior to fuel . load. No reply to this letter is required. Your cooperation
with us in this matter is appreciated.
