Enclosure SAFETY EVALUATION (SUPPLEMENT 1)

BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO GENERIC LETTER 83-28, ITEMS 3.1.1, 3.1.2, 3.2.1. AND 3.2.2 VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION, UNITS 1 AND 2 DOCKET N05. 50-338 AND 50-339

1. Evaluation By letters dated Noverrber 4,1983 and February 8,1985 VEPCO, the licensee of North Anna Power Statien, Units 1 and 2, provided information regarding their compliance to Sections 3.1, 3.2, 4.1, and 4.5 of Generic Letter 83-28.

We evaluated the above responses against the NRC staff positions described in the Generic Letter for completegess and adequacy. We concluded that the licensee's responses to Action Items 3.1.1, 3.1.2, 3.2.1, and 3.2.2 were hcomplete and additional information was required to determine accept-avility. The Safety Evaluation with a request for additional information was transmitted to the licensee on June 24, 1985. The licensee responded to our request for additional information in supplemental responses dated August 22, 1985; October 2, 1985; and October 21, 1985. In these letters, the licensee provided supplemental information on Action Items 3.1.1, 3.1.2, 3.2.1, and 3.2.2. We have evaluated those supplemental responses and have concluded that the licensee's responses to the above items are acceptable and meet the intent of Generic Letter (GL) 83-28.

Delineated below are the results of the required evaluations and a brief sumary of the licensee's responses:

a. Item 3.1.1, Review of Test and Maintenance Procedures and Technical Specifications (ReactorTripSystem)

The licensee's response to this item is acceptable and meets the intent of GL 83-28. The licensee has committed to perform a review of maintenance and test procedures to assure that post-maintenance testing is required and that the testing verifies component capability to, perform its intended safety function. prior to being returned to service. The licensee stated that the procedure review and necessary procedure revisions will be completed by September 1,1987. The licensee also stated.that to ensure that post-maintenance testing will be included in test and maintenance procedures, where applicable, the

administrative procedure for processing new and revised procedures will '

be revised to incorporate a step to acknowledge that a. review has becn l performed to determine if post-maintenance' testing is required. The ,

l licensee indicated that the procedure revision will be implemented by 1 November 1, 1985.

b. Item 3.1.2, Check of Vendor and Engineering Recomendations for Testing and Maintenance (Reactor Trip System Components)

The licensee's response to this item is acceptable and meets the intent of GL 83-28. The licensee stated in their response dated October 21, 1985, that a review will be performed to ensure that previous vendor and engineering recomendations are included in test and maintenance procedures, where applicable. The procedure review and necessary procedure revisions are scheduled to be completed by July 1,1986.

The licensee indicated that approximately 75 procedures must be reviewed to verify that appropriate vendor and engineering recomenda-tions have been incorporated. The licensee also stated that the admin-istrative procedure for processing new and revised procedures will be revised to incorporate a step acknowledging that a review of vendor and engineering recommendations has been performed. This change will help ensure that previous vendor and engineering recomendations are included in test and maintenance procedures. The licensee comitted to implement this procedure revision by November 1,1985.

c. Item 3.2.1, Review of Test and Maintenance Procedures and Technical Specifications (All Other Safety-Related Components)

The licensee's response to this item is the same as the response provided for Item 3.1.1 above. The licensee comitted to conduct a review of test and maintenance procedures for all safety-related components (including reactor trip system components) to verify that post-maintenance testing is required and that the testing verifies component capability to perform its intended safety functions prior to being returned to service. The licensee stated that the procedure review and necessary procedure revisions will be completed by September 1, 1987. Also, to further ensure that post-maintenance testing will be included in test and maintenance procedures, where applicable, the licensee committed to revise the administrative procedure for processing new and revised procedures to add a step acknowledging that a review has been performed to determine if post-maintenance testing is required. The licensee committed to implement this procedure revision by November 1, 1985.

d. Item 3.2.2 - Check of Vendor and Engineering Recomendations for

,l Testing and Maintenance (All Other Safety-Related Components)

The licensee's response to this item is acceptable and meets the intent of GL 83-28. The licensee stated in their response dated October 2, 1985, that a review will be performec to ensure that previous vendor and engineering recomendations are included in test and maintenance l

3 procedures, where applicable. The procedure review and necessary procedure revisions will be completed by September 1,1987. The licensee indicated that approximately 800 procedures must be reviewed to verify that appropriate vendor and engineering recommendations have been incorporated. The licensee stated that this number of procedures is significantly less than the total number of test and maintenance procedures because procedures implemented subsequent to June 1984 have incorporated vendor and engineering recommendations in accordance with station administrative procedures. This change will ensure that previous vendor and engineering recommendations will be included in test and maintenance procedures. The licensee stated that this procedure revision will be implemented by November 1, 1985.

2. Conclusion Based on review of the information submitted by the licensee in their supplemental responses dated August 22, 1985; October 2, 1985; and October 21, 1985, we conclude that the licensee's actions on GL 83-28 Action Items 3.1.1, 3.1.2, 3.2.1, and 3.2.2 are acceptable and meet the intent of GL 83-28.
