"'he purpose of this section is to describe the measures used for the engineering and design centrol of the South Texas Project Electric Generating Station. These measures are commensurate with the requirements of tho South Texas Project Management Policy Manual and Appendix B to 10CF1150, and are structured in acenraanee with the guidance provided by the "Cray Book" ('.'ASR-1283, Guidanc e en Quality Assurance Requirements During the Design and Procuroment Phase of Nuclese Power Planta) and industry standnedn, as applicable.

The design and engineering control methods delineated in this section address the following netivities:

'"he South Texas Project participation ngreement has entablished that HT.&P han overall responsibility for design and engineering of the STP Electric Cenerating Station.

It,&P's primo contenctors, B&R and Vestinghnune do the design, engineering and dcoign verification while FT.&P performs reviews of key elements of the finishc1 denign.

The areas of responsibility, organization and interfsee are su=marized in Section 2.0.

To be eligible to participate in design activities the nubenntractor must have demonstrated their capabilities in the applicable field of design or requested task and comply with specified subcontractor requirements. When a subcontractor has been selected HL&P Project Manager or designee nhall ensure that all appropriate design background information upon which to perform the task is provided.

5.2.1 EOUSTON LIGHTING AND POWER CO.

To annure that Nucicar Related Safety Itens are purchased in a planned and controlled manner, HL&P, having overs 11 responsibility, has established basic requirenents to be used by HL&P, prime and subcontracters in preparing precurement programs for the STP. These are: ,

Westinghouse is responsible for the precurement of Nuclent Safety Related equipment, materini, and services for the NSSS contract. Westinghouse is responsible for assuring that their suppliers comply with III,&P requirements.

Brown and Root, Inc. is responsible for the procurement of Nuclear Safety Related equipment, material. and services exclusive of the !SSS system. Frewn and Root is responsible for assuring that their suppliers comply with CL&P requirements.
