During the period from October 25-November 12, 1985, members of the NRC TMI.1

Restart Staff' conducted routine and special safety inspections of operational

.

activities at your facility. The results of these inspections are documented

in the enclosed inspection report. At the conclusion of the inspection,

Mr. R. Conte, of my staff, summarized the inspections findings for you and

other members of your staff. The findings were generally favorable in that.we

-~did not identify any violations or other conditions adverse to nuclear. safety.

.However, several procedure implementation problems are identified in paragraph

3.2.5 of the enclosed report. The matter of procedure implementation at-TMI-l

has been reviewed further in Inspection 50-289/85-27 and will be reported in

the next' inspection report.

Also, we reviewed present plant conditions and your efforts to upgrade the

emergency feedwater system to safety grade status prior to cycle 6 startup.

~We have developed a number of questions related to your meeting the safety grade

criteria of 'the General Design Criteria of 10 CFR 50, Appendix A.

Please

respond ~to those questions listed in the attachment to the enclosed inspection

report within 60 days. Your answers should be directed to the Region I

Administrator with a copy to J. Stolz, Chief, Operating Reactors Branch No. 4,

Office of Nuclear Reactor Regulation.
